Sarah is wearing a lovely (and flattering) 40s-esque print dress. The dress along with the military-esque anorak and cowboy boots hint at a sartorial inspiration of post WWII glamor.
A neighbor, Sarah is definitely one of those people I'm constantly awed by when I spot her.
